We are seeking feedback from housing providers interested in managing or purchasing Low End Market Rental (LEMR) units secured through development.

Since 2007, the City of Richmond has delivered the Low End Market Rental (LEMR) program, which secures affordable housing units in new multi-family residential developments. The LEMR program has achieved significant success by securing more than 800 units since 2007 for low to moderate income individuals and families. For more information about the LEMR program, please see the FAQ section of this page.

The City will use the information provided in this survey to better understand the interest and capacity of local non-profits to own and/or manage LEMR units. The City may create a bulletin that may include some of your responses. The bulletin may be shared with developers and other stakeholders in Richmond. Before publishing any information about your organization, the City will be in contact to obtain consent from your organization and to confirm the information provided is correct and up-to-date.

The deadline for completing this survey is Sunday, September 20, 2020.
