On April 8, 2013, Council considered a report titled Fee and Enforcement Options for Soil Removal and Deposit Activities in the Agriucultral Land Reserve from the General Manager of Law and Community Safety dated February 22, 2013. The report outlines the current regulatory framework for the control of soil deposit activities and proposed improvements that will provide more effective regulatory control over soil deposit and fill removal activities on lands within Richmond's Agricultural Land Reserve.

Council requested that staff prepare a public consultation process which takes into consideration comments received from the Richmond Agricultural Advisory Committee (AAC), and includes farmers, Agricultural Land Reserve (ALR) land owners, and members of the public.

We invite you to help guide the City's decisions on improvements intended to ensure that soil deposit activities on agricultural land are necessary and beneficial for farming and that the
City has the ability to regulate and enforce soil deposit and removal activities more effectively by:

  • completing the survey below regarding the City proposed enhancements to Richmond's permit and enforcement processes for soil removal and deposit activities in the Agricultural Land Reserve. Please complete the survey by Monday, July 29, 2013.
  • attending the drop-in style open house at Richmond City Hall, 6911 No. 3 Road, on Tuesday July 23, 2013 from 4:00 p.m to 8:00 p.m.
