Introduction

Richmond currently has a Homelessness Strategy (2019-2029) in place; however, conditions have changed in recent years, including rising housing costs, service pressures and broader social and economic challenges that have increased the risk of homelessness.

In response, the City is developing a Homelessness Strategy Guiding Framework for 2026 to 2029 to guide how Richmond and its partners respond to these changing needs over the next three years.

This short-term Framework will focus and strengthen Richmond’s response to homelessness, setting clear priorities and helping to guide how the City and its partners prioritize their efforts.
