Welcome to the second phase of engagement for the City's Official Community Plan Targeted Update.


This is your chance to shape Richmond's future growth.

The City is seeking your input on draft strategic directions designed to support Richmond’s growth as a resilient, equitable, adaptable and complete community.

Building on the feedback we gathered during phase one of our Official Community Plan (OCP) Update engagement from September to December 2024, we’ve developed draft strategic directions to help guide the city’s growth in four interrelated target areas:

  1. Housing affordability
  2. Community equity
  3. Environmental protection and enhancement
  4. Climate mitigation and adaptation

These four targeted areas shape Phase 2 of our engagement. Your feedback is essential in refining the strategies that will guide the city's growth over the next 25 years, building a resilient, equitable, adaptable and complete community.

Getting involved

There are several ways for you to learn more and participate.

  • The survey submission deadline is Sunday, July 20, 2025.

🧍 In-person open houses:

  • Come to one of seven open houses that are conveniently located throughout the City. (See the Open Houses section for dates, times and locations.)
  • The OCP display boards will be available for viewing in the City Hall Galleria during business hours from Wednesday, June 11 after 10:00 am to Friday, July 18. They are also available on this page in the Document Library section.

Why are we updating the OCP?

The current OCP was approved in 2012. Since then, Richmond's population and economy have grown, and various challenges have intensified over the years. These include, but are not limited to housing affordability and climate change, with vulnerable populations experiencing the most impacts. Refining the strategic directions and policies will guide the city's growth over the next 25 years.

Council endorsed a proposed scope and process to update the OCP. The overarching themes to guide the OCP update include "Completeness, Resiliency, Equity and Adaptation" with the following six targeted areas:

  1. Housing affordability
  2. Community equity
  3. Environmental protection and enhancement
  4. Climate mitigation and adaptation
  5. Long-term planning for emerging trends and transformational technologies
  6. Administrative updates

Your input will help ensure the city's growth is inclusive, sustainable and responsive to the needs of all residents.

What is an Official Community Plan (OCP)?

An Official Community Plan (OCP) is a long-term guide created by a city to shape how it grows and develops.

It sets out goals and policies for things like land use, housing, transportation, and the environment to help build a healthy and sustainable community.

It is an official document under the provincial legislation's Local Government Act (LGA), and it:

✔️ is a detailed policy that outlines the long-term goals and objectives of a city

✔️ enables the City to plan, coordinate and manage its environment, social and economic land use interests over the long term

✔️ must include a Regional Context Statement that aligns with Metro Vancouver's Regional Growth Strategy, Metro 2050

✔️ reflects the dreams and aspirations of Richmond community members.
