Steveston Sanitary Sewer Rehabilitation and Upgrades Project

The City is in the early stages of a multi-year project to upgrade the sanitary sewer pipes in the Steveston sanitary catchment that is nearing the end of its service life. The City sanitary sewers up to the private property line will be upgraded. This is a significant capital project investment that will benefit the Steveston community for decades to come.
Project schedule The Steveston Sanitary Gravity Sewer Replacement and Rehabilitation Project will be split into two phases: design and construction.
The first phase – design – includes the development of a master plan. This entails the following investigation work:
Site personnel from the City, or its consultant, McElhanney Ltd., will be conducting topographic surveys, tree assessments and inventory, geotechnical core sampling on the roads in front of the residences, and general visual assessments.
Work is scheduled to be completed over the next 2 months.
Following the investigation work, the design of the Master Plan will commence.
Residents will be kept informed of the progress and work schedule through a variety of methods including this web page, direct mail and public information sessions.
The sanitary sewer rehabilitation and upgrade construction started in 2020 and will continue over the next 5 to 10 years based on priority and accessibility. Repairs and upgrades to sanitary sewers in open, unobstructed lanes will be prioritized.
Due to the nature of the aging pipes, sewer breaks can occur without warning. With the entire network designed, should an unexpected failure occur in a location outside of the current year’s approved capital plan, staff will be able to quickly mobilize and begin repairs without delay.
Access to residential properties The sanitary sewers are generally located in City lane dedications and right-of-ways at the rear of residential properties. In areas where the sewer is not accessible through an open lane, site personnel will knock on the front door to notify the resident prior to travelling through private property to access the sewer. Site personnel will be wearing high-visibility vests, have ID and be driving identifiable work vehicles. Investigation/survey work will occur outside of the resident’s home. At no point will site personnel be required to enter inside the resident’s home.
Traffic impacts There will be minimal traffic impacts during the investigation/survey work. If required, traffic control measures will be in place to ensure safe passage of pedestrian, cyclist and vehicle traffic.
